Chinese President Xi Jinping proposed the creation of a global organization dedicated to cooperation in artificial intelligence during the Asia-Pacific Economic Cooperation summit held in Gyeongju, South Korea. The initiative aims to establish an international framework to coordinate strategies, standards, and policies regarding the development and use of AI, ensuring that this emerging technology is applied safely, fairly, and for the benefit of all participating nations.
According to Xi, artificial intelligence should be treated as a global asset, requiring dialogue and collaboration among governments, businesses, and research institutions. In his remarks, the Chinese leader also called for stronger technological exchange and the promotion of open-source cooperation. He emphasized that innovation should not be concentrated only in a handful of countries or large tech corporations, but expanded so developing economies can access tools that enhance their competitiveness and growth. Xi underscored the importance of reducing the digital divide and strengthening technological education to prepare future generations for a world where artificial intelligence will play a central role in economic and social progress.
Beyond the AI agenda, Xi reaffirmed China’s commitment to clean-energy initiatives and carbon-emission reduction. He announced that the country will continue advancing green development policies and adopt a dual-control system for carbon emissions, combining absolute caps with energy-intensity targets. By linking climate goals with digital transformation, China aims to position itself as a key player in the global transition toward intelligent and sustainable economies, while strengthening its influence within the Asia-Pacific economic cooperation framework.
