China’s Vice Minister of Commerce and special trade envoy, Li Chenggang, paid an official visit to Washington from August 27 to 29, meeting with senior U.S. officials in the midst of rising trade tensions. 

During his stay, Li held talks with representatives from the Treasury Department, the Department of Commerce, and the Office of the United States Trade Representative, with the aim of reviewing the current state of bilateral relations and exploring mechanisms to stabilize economic ties between the two powers. According to official sources, discussions focused on the need to find common ground regarding Washington’s recent tariff policies, including the elimination of the “de minimis” exemption and new duties directly affecting Chinese exports of consumer goods and technology.

Li Chenggang reiterated Beijing’s willingness to keep communication channels open but warned that unilateral measures could deepen mistrust and seriously undermine the recovery of global trade.

U.S. officials, meanwhile, emphasized the importance of ensuring “fair and balanced” trade and repeated Washington’s concerns over what it views as unfair practices, such as state subsidies for China’s technology industry and restrictions on market access.

Despite the differences, both sides agreed on the need to preserve international financial stability and to strengthen cooperation in strategic areas such as energy, artificial intelligence, and the transition toward clean energy. International analysts see the visit as a relevant though limited step toward halting the escalation of tensions that have defined U.S.-China relations in recent years.

While no concrete agreements were announced, the mere resumption of direct dialogue was viewed positively by markets and multilateral organizations. The outcome of these talks could play a decisive role in investment decisions and in shaping the global economy during the second half of 2025.
